The government can buy a work of art at different stages of its creation. This is important to understand, because it depends for what purpose the money has been allocated. It is often, when money is given to the creators at the stage prior to creating a work of art called a "government grant". In this case, they try to support the artists to create new original works. But if the government buys a piece of art already completed, the goal is different. In this case, they create art collections that will be seen in museums, broadcast in special institutions, etc. So, in the second case, the main goal is to promote knowledge among people.
Some people believe that we shouldn't spend money on art, because many basic problems, such as poverty, crime, freedom of speech, etc. have not been solved. But others think that by spending money on art we give creators freedom of expression because they don't have to create works for sale. Pieces of art don't have to be sold for profit. But others believe that this support can lead to money being wasted. Often, officials have a poor understanding of art and can spend money inefficiently.
In addition to this, we can say that in modern times, anyone has many opportunities to get funding without using government funds. If you create an outstanding piece of work, you can crowdfund money for your next creation. Now crowdfunding is used to create pictures, cartoons and even movies. More than ever before you can be creative and free without government help. Or if you create a meaningful picture, it will be bought at auction by art lovers.
But support from officials is needed not only for the creators, but also for ordinary people. Sometimes it is very expensive to look at a work of art. Without government help it costs us too much to see it. For instance, it may be much more than 10-30 dollars for a ticket for a museum. But not everyone can afford to spend this.
Art expands our mind, makes us smarter and more sensitive. Art unites Nations. Art is a common language of communication for the whole world. In other words, the support of art is the responsibility of the government. We must preserve and enhance our property and culture. Art is important for learning and for the development of future generations. My deep conviction is that we should be spending money on it.
